    1. Warm the sunflower seed oil in a large saucepan over medium heat. Add the grated carrots and fry for about 3 minutes, turning them often.

    2. Pour in the whole milk and increase the heat. Let it boil and cook for 5 minutes while stirring steadily.

    3. Lower the heat to low and simmer uncovered. Stir now and then until the liquid has evaporated, about 1 hour.

    4. Bring the carrot mixture back to a boil. Stir in the sugar, raisins, cardamom, and saffron. Continue stirring and cooking until thickened, about 10 minutes.

    5. Spoon the halwa into 8 serving bowls. Top each with 1 tablespoon of pistachios. Serve warm or chilled.
